Terrorism - Islam's Viewpoint

During its sixteenth session, which was held between 21-27 Shawwal 1422 H (5-10 January 2002), the Islamic Fiqh Council laid emphasis on the fact that extremism, violence, and terrorism have no connection whatsoever with Islam. In fact, they are manifestations of perilous acts with dangerous consequences, and an aggression and iniquity against the individual.

Whosoever carefully studies the two sources of the Shari'ah (Islamic
law), namely the Book of Allah [the Qur'an] and the Sunnah (Traditions) of Prophet Muhammad (peace be on him), would discoverthat they are devoid of any import of extremism, acts of violence or terrorism, which imply carrying out aggression against others without a just cause.

Therefore, in order to draw an Islamic definition of terrorism that unites the vision and attitudes of all Muslims; and in order to clearly state this fact and highlight the danger of associating Islam with extremism and terrorism, the Islamic Fiqh Council presents the following definition of terrorism and Islam's attitude toward it both to the Muslims and the world at large.

Definition of Terrorism

Terrorism is an outrageous attack carried out either by individuals, groups or states against the human being (his religion, life, intellect, property and honour). It includes all forms of intimidation, harm, threatening, killing without just cause and everything connected with any form of armed robbery, hence making pathways insecure, banditry, every act of violence or threatening intended to fulfil a criminal scheme individually or collectively, so as to terrify and horrify people by hurting them or by exposing their lives, liberty, security or conditions to danger; it can also take the form of inflicting damage on the environment or on a public or a private utility or exposing a national or natural resource to danger.

All these are manifestations of the mischief in the land, Allah has prohibited Muslims from committing. Allah says in the Qur'an:

"And seek not occasions for mischief in the land: for Allah loves not those who do mischief" (28:77)

Hence Allah did not only enact deterrent punishment against terrorism, aggression and corruption, but considers these acts tantamount to waging war against Allah and His Messenger. Allah says in the Qur'an:

"The punishment of those who wage war against Allah and His Messenger, and strive with might and main for mischief through the land is: execution, or crucifixion, or cutting off of hands and feet from opposite sides, or exile from the land: That is their disgrace in this world, and a heavy punishment is theirs in the hereafter" (5:33)

Obviously, in view of the enormity of such acts of aggression, which are viewed by the Shari'ah (Islamic law) as an act of war against the laws and the creatures of God, there is no stricter punishment anywhere in the manmade laws. Moreover, according to the Islamic Fiqh Council, there are various forms of terrorism, which include state terrorism, the most conspicuous illustration and the most heinous of which is practiced in Palestine today by the Israelis, and by the Serbs in Bosnia- Herzegovina and Kosovo.

According to the Islamic Fiqh Council, state terrorism is the most menacing to security and peace in the world, and, therefore, standing up against it is tantamount to self defense and striving in the cause of Allah.

Islam's Remedy for Extremism & Terrorism

In combating terrorism and protecting society against its evil consequences, Islam is a trail-blazer. Through clear-cut limitations that must not be trespassed, Islam urges the protection of human life, honour, property, religion and intellect. Allah says in the Qur'an:

"If any do transgress the limits ordained by Allah, such persons
wrong themselves as well as others"
(2:229)

Accordingly, in furtherance of this honour bestowed upon mankind, Islam prohibit[s] man's injustice to his fellow man, and condemn[s] those who cause harm to people, not only in the Muslim world, but anywhere in the
world. Allah says in the Qur'an:

"Say: The things that my Lord has indeed forbidden are; shameful
deeds, whether open or secret; sins and trespasses against truth or
reason." And: "When he turns his back, his aim everywhere is to
spread mischief through the earth and destroy crops and progeny. But
Allah loves not mischief. When it is said to him 'Fear Allah,' he is
led by arrogance to (more) crime. Enough for him is Hell - an evil
bed indeed to lie on"
(7:33 & 2:205-206)

Furthermore, Islam ordered its adherents to keep away from anything that may cause turmoil among the people, and warned at the same time, against its evil consequences. Allah says in the Qur'an:

"And fear tumult or oppression, which affects not in particular
(only) those of you who do wrong: And know that Allah is strict in
punishment."
(8:25)

In Islam, both the individual and the community are exhorted not only to tow the line of moderation, but likewise, to root out extremism and religious intolerance which are sure to destroy the mankind. The Prophet (peace be on him) said in a report by Imams Ahmad and Al-Nissaie:

"Beware of excesses in matters of religion. For, as a matter of fact,
those before you were destroyed by religious immoderation"

Islam also addressed the issue of evil tendencies that are apt to lead to intimidation, terrifying, horrifying and killing without any just cause. The Prophet (peace be on him) said:

"A Muslim must not terrify a fellow Muslim"

And:

"Whoever points an iron rod towards his brother, the angels shall go on cursing him until he stopped, even if he (the victim) happens to be his full
brother (from the sides of his father and mother)"
(Sahih Muslim)

With regard to the Dhimmis (Non-Muslims living under Muslim protection), Islam ordered that they must be treated justly. It gave them rights and imposed duties on them. It gave them security in the Muslim world, and imposed blood-money and expiation for an act of killing committed against anyone among them. Allah says:

"If he belonged to a people with whom you have a treaty of mutual alliance, blood-money shall be paid to his family, and a believing
slave be freed"
(4:92)

Furthermore, in conformity with the saying of the Prophet (peace be on him), Islam prohibits the slaying of a Dhimmi living in the Muslim world.

"Whoever kills a person under the contract of protection shall never smell the scent of Paradise" (Ibn Majah)

Moreover, Islam does not forbid its followers from being charitable towards those who do not fight them or expel them from their homes. Allah says in the Qur'an:

"Allah forbids you not, with regard to those who fight you not for your faith, nor drive you out of your homes, from dealing kindly and justly with them: For Allah loves those who are just" (60:8)

And:

"And let not the hatred of others to you make you swerve to wrong and depart from justice. Be just: that is next to piety: and fear Allah. For Allah is well-acquainted with all that you do" (5:8)

In view of the foregoing, therefore, the Islamic Fiqh Council would like to make it public that the felony of taking away one life without a just cause is tantamount to killing all people, whatever the faith of the murdered or the murderer; and that punishments and retributions are solely the prerogative of the ruler, not of individuals or groups.

Jihad is not Terrorism

In Islam, Jihad is ordained to uphold right, repel injustice and establish justice, peace, security and clemency, with which the Prophet (peace be on him) was sent to take mankind out of darkness into light. More specifically, Jihad has been ordained to eliminate all forms of terrorism, and to defend the homeland against occupation, plunder and colonialism.

Jihad is waged against those who support others in driving out people out of their homes, as well as against those who are in breach of their covenants. Jihad is meant to avoid tempting away Muslims from their faith or restricting their freedom to conduct peaceful propagation of their religion. Allah said:

"Allah forbids you not, with regard to those who fight you not for your faith, nor drive you out of your homes, from dealing kindly and justly with them: For Allah loveth those who are just"

And:

"Allah only forbids you, with regard to those who fight you for your faith,
and drive you out of your homes, and support others in driving you
out, from turning to them (for friendship and protection). It is such as turn to them in these circumstances that do wrong."
(60:8-9)

Islam has crystal clear rules and provisions that forbid the killing of non-combatants, innocent persons, such as the elderly, women and children; pursuit of fleeing persons, slaying persons who have surrendered, injuring prisoners, or mutilating the bodies of the dead, or destroying structures and buildings that have no connection with combat.

Thus it is illogical to equate violence committed by usurpers and tyrants who violate human dignity, defile sanctuaries and plunder wealth, with the right of legitimate self-defense, exercised by the oppressed in asserting their legitimate right of self-determination. In view of the above, the Islamic Fiqh Council would like to call the attention of all nations, peoples and organizations of the world to the necessity of drawing a distinction between legitimate Jihad against aggression or oppression designed to establish truth and justice, and the act of violence which aims at occupation of land, encroaching on national sovereignty and terrifying civilian populations and turning them into refugees.

What Does Islam Say about Terrorism?

Is Islam really a Religion of Terror?

Islam, a religion of mercy, does not permit terrorism. In the Quran, God has said:

God does not forbid you from showing kindness and dealing justly with those who have not fought you about religion and have not driven you out of your homes. God loves just dealers. (Quran, 60:8)

The Prophet Muhammad used to prohibit soldiers from killing women and children,1 and he would advise them: {...Do not betray, do not be excessive, do not kill a newborn child.} And he also said:
{Whoever has killed a person having a treaty with the Muslims shall not smell the fragrance of Paradise, though its fragrance is found for a span of forty years.}

Also, the Prophet Muhammad has forbidden punishment with fire.4

He once listed murder as the second of the major sins,5 and he even warned that on the Day of Judgment,
{The first cases to be adjudicated between people on the Day of Judgment will be those of bloodshed.6}

Muslims are even encouraged to be kind to animals and are forbidden to hurt them. Once the Prophet Muhammad said:
{A woman was punished because she imprisoned a cat until it died. On account of this, she was doomed to Hell. While she imprisoned it, she did not give the cat food or drink, nor did she free it to eat the insects of the earth.}

He also said that a man gave a very thirsty dog a drink, so God forgave his sins for this action. The Prophet was asked: Messenger of God, are we rewarded for kindness towards animals? He said:
{There is a reward for kindness to every living animal or human.}

Additionally, while taking the life of an animal for food, Muslims are commanded to do so in a manner that causes the least amount of fright and suffering possible. The Prophet Muhammad said:
{When you slaughter an animal, do so in the best way. One should sharpen his knife to reduce the suffering of the animal.}

In light of these and other Islamic texts, the act of inciting terror in the hearts of defenseless civilians, the wholesale destruction of buildings and properties, the bombing and maiming of innocent men, women, and children are all forbidden and detestable acts according to Islam and the Muslims. Muslims follow a religion of peace, mercy, and forgiveness, and the vast majority have nothing to do with the violent events some have associated with Muslims. If an individual Muslim were to commit an act of terrorism, this person would be guilty of violating the laws of Islam.

This perception is not due to any intrinsic resentment of Islam by the American people. It is understood that the mainstream of Muslims, the vast majority of them, like in every other faith, is peaceful and pay their taxes, trying to make America a better society, trying to improve relations with neighbors and colleagues.

But images and terminology influence public opinion, and a bitter taste is left when Islam is reported in the daily headlines. The term "Islamic fundamentalism", whatever it means, has been repeated enough times in relation to violent incidents that naturally, any thinking human being has to be uncomfortable with the fact that America is home to a vibrant Muslim community. The problem stems from negative images about Islam. In the court of public opinion, Islam is guilty until proven innocent.

Even though the Middle East was home to fewer terrorist incidents than Latin America and Europe, for example, it is still regarded as the region where terrorism is rooted. According to a recent US State Department report, Patterns of Global Terrorism, issued earlier this year, 272 terrorist events occurred in Europe, 92 in Latin America and 45 in the Middle East. Sixty-two anti-US attacks occurred in Latin America last year, 21 in Europe and 6 in the Middle East. These numbers represent the terrorist trend and not an anomaly, whereby the majority of perpetrators are not linked to the Middle East or Islam. The Red Army Faction in Germany, the Basque Separatists in Spain, the Tamil Tigers in Sri Lanka, the Shining Path in Peru and the National Liberation Army in Columbia are not viewed with the same horror as terrorist groups of Muslim background.

There is no moral justification for terrorism regardless of the ethnic or religious background of the perpetrator or the victim, but the factual basis of terrorism has been either hidden or twisted in the public's perception of this policy problem, especially in congressional hearings on terrorism. The countries with the worst terrorist records in the world are not in the Middle East either. They are not even Muslim countries outside the Middle East. They are Columbia and Germany, havens for drug lords and neo-Nazis.

The negative association of Islam with terrorism exists, but no one has ever asked "Why?". Could it be that American society cannot overcome the Khomeini phobia, even though he is dead? The US Congress found it necessary to push million towards covert operations in toppling the Iranian government even at the dissent of people in the CIA. The Arab countries, both friend and foe, are run by tyrants who kill more of their own people than those outside their countries. The presumption that these countries represent a threat to American interests or that any one of them can dominate the region or even rival the only remaining superpower is indeed generous. So the issue is not these countries' hegemony in their region or the world, but about who can dominate their people and exploit their resources.

The perception in the Middle East is that US policy does not serve the peoples interests; it protects Israel and friendly Arab dictators even when they violate human rights, while it slaps sanctions on and takes military actions against countries whose dictators misbehave, resulting in suffering, starvation and even slaughter, all in the name of teaching the tyrants a lesson. The priorities in the Middle East for the US are not human rights and democracy, but rather oil and Israeli superiority. Consequently, anti-American sentiment increases. This mood of the general public is then characterized as "Islamic fundamentalism", even though the resentment is not rooted in religion. When it turns violent, it is termed "radical Islamic fundamentalism" or "Islamic terrorism." The various "terrorism experts" promote linkage to the Middle East before any other possibility every time terrorism is speculated. They exploit the human suffering of the victims, their families, and the fears of the American public.

Indeed, extremists of Muslim backgrounds are violating the norms of Islamic justice and should be held accountable for their criminal behavior, but we in America should not be held hostage to the politics of the Middle East or biased reporting.

An Israeli journalist, Yoav Karny, reporting on the events in Chechnya made a striking observation about this development: "The West will be told--and will be inclined to believe--that the oppression of the Chechens is part and parcel of a cosmic struggle against 'Islamic extremism' that rages from Gaza to Algeria, from Tehran to Khartoum. Russians will seek Western sympathy. They should not be given it." The issue is not Chechnya, and it is not even about Islam and the West. Debates about religious wars and cultural clashes only distract us from the real issue: the powerful want to continue dominating the powerless, manipulating facts to influence public opinion, hence maintaining the status quo.

Can you make a comparison of the attitudes toward war of Islam, other religions' and modern civilizations?
Some have tended to criticize Islam for allowing war and even ordering it to put an end to the domination of injustice and oppression, and to help the oppressed and establish a social atmosphere of freedom where the truth can be preached. This criticism is completely unjust, for first of all it is not Islam that introduced war into the human history.

Second, if this criticism comes from the Christians, it should be remembered that Matthew (10: 34-36) records Jesus to have said: Do not suppose that I have come to bring peace to the earth. I did not come to bring peace, but a sword. For I have to turn a man against his father, a daughter against her mother, a daughter-in-law against her mother-in-law a man enemies will be the members of his own household. Since Christianity brought no rules for war, wars in Christendom have been much more bloody and ruthless. It can also be said that, apart from the Crusades, Christianity provided a means for the merciless colonization of two thirds of the world by the Western powers in previous centuries.

Graham Fuller and Lesser (Graham E. Fuller, Ian O. Lesser, Kulanlar-Islam ve Batnin Jeopoliti, trans. Arikan, Istanbul, 1996, pp. 41-42) records that the Christians killed by Muslims during Islam history of 14 centuries are fewer in number than the Muslims killed by Christians in only the 20th century.

Christianity began its assaults on Islam when the latter was a still a bud in Madina. The first generation of Muslims had to encounter a Byzantine army of 100,000 soldiers in Muta with only 3.000 warriors in the 8th year of Hijra. One year later, the Messenger had to muster all his power against them, which was recorded by history as the Campaign to Tabuk; and three years later, the Muslim and Byzantine forces encountered once more in Yarmuk, which ended in a decisive defeat of the Byzantines.

As for Judaism, a few quotations from the Bible are enough to see its position on war and compare this position with that of Islam: When Sihon and all his army came out to meet us in battle at Jahaz, the Lord our God delivered him over to us and we struck him down, together with his sons and his whole army.

At that time we took all his towns and completely destroyed them men, women and children. We left no survivors. But the livestock and the plunder from the towns we had captured we carried off for ourselves... So the Lord our God also gave into our lands Og king of Bashan and all his army. We struck them down, leaving no survivors. At that time we took all his cities.

There was not one of the sixty cities that we did not take from them... We completely destroyed them, as we had done with Sihon king of Heshbon, destroying every city  (men, women and children.) (Deuteronomy, 2:32-35; 3:3-4, 6) The crimes that have been committed for years by modern Israel are known to everybody in the world.

As for other religions such as those in the south, east and south-eastern Asia, since they lack in the rules to govern the social and economic life of people, they resemble more esoteric philosophies, and yet their followers have not withdrawn from waging wars.

As for modern civilization, it is not Islam which is responsible for the millions of deaths in the Soviet Union and communist China; it is not Islam which caused the Soviet/Russian massacres in Afghanistan and Chechnya and the brutal suppression of freedom movements in Hungary and Czechoslovakia.

It is not Islam which is responsible for the killing of more than one million people during France war to deny Algeria its freedom. It is not Islam which urged America to its adventure in Vietnam, which cost more than a million lives during the war and indirectly many more since. It is not Islam which caused the death of more than 60 million people, mainly civilians, and forced countless millions more to remain homeless, widowed and orphaned, during and after the two world wars.

It is not Islam which is responsible for using scientific knowledge to make nuclear and other weapons of mass destruction with which to intimidate poor and weak nations, and maintain global hegemony. It is not Islam which is responsible for the extermination of natives in the American Continent and Australia. It is not Islam which is responsible for mass massacres in Africa. Islam is neither responsible for world-wide colonialism which lasted centuries and is still continuing in disguise.

Nor is Islam responsible for the slave trade which cost the lives of tens of millions of people. It is not Islam which is responsible for raising war-mongers like Hitler, Stalin and Mussolini. They were not brought up by Muslims. Likewise, it is not Islam, nor Muslims, that are responsible for the establishment of despotic kings and presidents over the Muslim countries and their oppression, injustices and massacres.

It is not Islam which is responsible for modern terrorism, mafia organizations, and the world-wide smuggling of weapons and drugs, despite all opposing claims and plots staged to make us believe that it is so.
